ស្តីពីកិច្ចប្រជុំគណៈកម្មាធិការតម្រង់ទិសនៃគម្រោង “ការពង្រឹងហេដ្ឋារចនាសម្ព័ន្ធគុណភាពនៅកម្ពុជា ដំណាក់កាលទី២”

នារសៀលថ្ងៃទី១៨ ខែមីនា ឆ្នាំ២០២៦ វេលាម៉ោង ២:០០ នាទី នៅមជ្ឈមណ្ឌលមាត្រាសាស្ត្រជាតិ (National Metrology Center - NMC) បានរៀបចំកិច្ចប្រជុំគណៈកម្មាធិការតម្រង់ទិសនៃគម្រោង “ការពង្រឹងហេដ្ឋារចនាសម្ព័ន្ធគុណភាពនៅកម្ពុជា ដំណាក់កាលទី២” ដោយមានការគាំទ្រពីស្ថាប័ន Physikalisch-Technische Bundesanstalt (PTB) នៃសាធារណរដ្ឋសហព័ន្ធអាល្លឺម៉ង់។

កិច្ចប្រជុំនេះប្រព្រឹត្តទៅក្រោមអធិបតីភាព លោកជំទាវ ឡាយ ណាវីន រដ្ឋលេខាធិការ ដោយមានការចូលរួមពីប្រតិភូ PTB ព្រមទាំងថ្នាក់ដឹកនាំនៃស្ថាប័នហេដ្ឋារចនាសម្ព័ន្ធគុណភាពជាតិ (National Quality Infrastructure - NQI) ទាំង៤ រួមមាន មជ្ឈមណ្ឌលមាត្រាសាស្ត្រជាតិ (NMC) វិទ្យាស្ថានស្តង់ដារកម្ពុជា (ISC) អគ្គនាយកដ្ឋានទទួលស្គាល់កម្ពុជា (GDAC) និង STINL។

ក្នុងកិច្ចប្រជុំ អង្គប្រជុំបានពិនិត្យ និងវាយតម្លៃវឌ្ឍនភាពនៃការអនុវត្តគម្រោង និងបានកត់សម្គាល់នូវលទ្ធផលសំខាន់ៗមួយចំនួន រួមមានការរៀបចំ Quality Talks បានចំនួន ៦ ក្នុងចំណោម ៨ ដែលបានគ្រោងទុក ការជ្រើសរើសសហគ្រាសធុនតូច និងមធ្យម (SMEs) គោលដៅសម្រាប់ផ្តល់ការប្រឹក្សាបច្ចេកទេស និងការបញ្ចប់វគ្គបណ្តុះបណ្តាលពាក់ព័ន្ធនឹងស្តង់ដារ ISO/IEC 17025។ ទន្ទឹមនឹងនេះ អង្គប្រជុំក៏បានកំណត់ឃើញចំណុចមួយចំនួនដែលត្រូវពង្រឹងបន្ថែម ជាពិសេសការរៀបចំឯកសារយោងសម្រាប់ការវាយតម្លៃអតិថិជន និងការតាមដានដោះស្រាយបញ្ហាបន្តជូនអតិថិជនឱ្យកាន់តែមានប្រសិទ្ធភាព។

ក្នុងឱកាសនោះ លោកជំទាវអធិបតីបានផ្តល់ការតម្រង់ទិសជាយុទ្ធសាស្ត្រសំខាន់ ដោយលើកឡើងពីគោលការណ៍ “សហថាមពល” (Synergy) និងជំរុញឱ្យស្ថាប័ន NQI ទាំង៤ បន្តធ្វើការយ៉ាងជិតស្និទ្ធក្នុងទម្រង់ជាប្រព័ន្ធអេកូ (Ecosystem) ដើម្បីផ្តល់សេវាបច្ចេកទេសច្រកចេញចូលតែមួយជូនវិស័យឯកជន និងជៀសវាងការអនុវត្តការងារដាច់ដោយឡែកពីគ្នា។

ជាមួយគ្នានេះ អង្គប្រជុំបានឯកភាពលើយន្តការអនុវត្តបន្ត ដោយពន្លឿនការស្ទង់មតិអតិថិជន (Customer Survey) និងជំរុញមន្ទីរពិសោធន៍របស់ NMC ឱ្យទទួលបានការវាយតម្លៃទទួលស្គាល់ស្របតាមស្តង់ដារ ISO/IEC 17025 ដើម្បីឆ្លើយតបនឹងតម្រូវការទីផ្សារ និងលើកកម្ពស់ទំនុកចិត្តលើសេវាកម្មបច្ចេកទេស។

លើសពីនេះ ភាគីទាំងអស់ក៏បានពិភាក្សាអំពីទិសដៅនៃកិច្ចសហប្រតិបត្តិការក្នុងដំណាក់កាលបន្ទាប់ជាមួយ PTB ដោយផ្តោតលើ ការធ្វើឌីជីថលនីយកម្ម និង ការពង្រីកសមត្ថភាពមន្ទីរពិសោធន៍ ដែលនឹងគាំទ្រដោយផ្ទាល់ដល់ការអភិវឌ្ឍសេដ្ឋកិច្ចកម្ពុជា ការបង្កើនសមត្ថភាពប្រកួតប្រជែងរបស់វិស័យឯកជន និងការលើកកម្ពស់ការទទួលស្គាល់ជាអន្តរជាតិក្នុងវិស័យហេដ្ឋារចនាសម្ព័ន្ធគុណភាព។

មជ្ឈមណ្ឌលមាត្រាសាស្ត្រជាតិ សូមបន្តប្តេជ្ញាចិត្តធ្វើការយ៉ាងជិតស្និទ្ធជាមួយស្ថាប័នពាក់ព័ន្ធ និងដៃគូអភិវឌ្ឍន៍ ដើម្បីពង្រឹងហេដ្ឋារចនាសម្ព័ន្ធគុណភាពនៅកម្ពុជា ឱ្យកាន់តែមានប្រសិទ្ធភាព និរន្តរភាព និងឆ្លើយតបបានកាន់តែល្អប្រសើរទៅនឹងតម្រូវការនៃការអភិវឌ្ឍសេដ្ឋកិច្ច និងសង្គមជាតិ។

On the Steering Committee Meeting of the Project “Strengthening the Quality Infrastructure in Cambodia – Phase II”

On the afternoon of 18 March 2026 at 2:00 p.m., the National Metrology Center (NMC) hosted the Steering Committee Meeting of the project “Strengthening the Quality Infrastructure in Cambodia – Phase II”, with the support of Physikalisch-Technische Bundesanstalt (PTB) of the Federal Republic of Germany.

The meeting was chaired by H.E. Mrs. Lay Navin, Secretary of State, and attended by the PTB delegation as well as the leadership of the four National Quality Infrastructure (NQI) institutions: the National Metrology Center (NMC), the Institute of Standards of Cambodia (ISC), the General Department of Accreditation of Cambodia (GDAC), and STINL.

During the meeting, participants reviewed and assessed the progress of project implementation and noted several important achievements. These included the organization of six out of eight planned Quality Talks, the selection of target small and medium-sized enterprises (SMEs) for technical advisory support, and the completion of training activities related to ISO/IEC 17025. At the same time, the meeting also identified several areas requiring further improvement, particularly documentation for customer assessments and stronger follow-up mechanisms to address customer issues more effectively.

In her remarks, the Chair provided important strategic guidance by emphasizing the principle of “Synergy” and encouraging the four NQI institutions to work more closely together as an integrated ecosystem in order to provide coordinated one-stop technical services to the private sector and avoid fragmented institutional approaches.

The meeting also agreed on key follow-up actions, including accelerating the customer survey process and supporting NMC laboratories in achieving accreditation in accordance with ISO/IEC 17025, with the aim of responding more effectively to market demand and strengthening confidence in technical services.

Furthermore, all parties discussed the direction of future cooperation with PTB, with a particular focus on digitalization and the expansion of laboratory capacity. These efforts are expected to directly support Cambodia’s economic development, enhance private sector competitiveness, and promote greater international recognition of the country’s quality infrastructure.

The National Metrology Center reaffirms its commitment to working closely with relevant institutions and development partners to further strengthen Cambodia’s quality infrastructure in an effective, sustainable, and responsive manner in support of national socio-economic development.

Beijing, November 17, 2025 — His Excellency Hem Vanndy, Minister of Industry, Science, Technology & Innovation, and His Excellency Luo Wen, Minister of the State Administration for Market Regulation of China, held a working meeting to strengthen cooperation in metrology and quality infrastructure, implementing the Memorandum of Understanding signed during the state visit of President Xi Jinping to Cambodia in April 2025.

The discussion focused on cooperation priorities in the fields of metrology, food safety inspection, standardization, and conformity assessment through the modernization of metrology equipment, strengthening calibration and testing laboratory capabilities, enhancing product traceability systems, and training Cambodian technical experts.

Following this meeting, His Excellency Hem Vanndy and the delegation also held bilateral discussions with the National Institute of Metrology (NIM) of China and visited its laboratories to explore possibilities for further expanding technical cooperation.
During the visit, the National Institute of Metrology of China also provided three units of metrology equipment to support the capacity development of the National Metrology Center of Cambodia.

This cooperation will support the mutual recognition of conformity assessment results and increase confidence and international recognition of Cambodia's measurement data and certificates. The goal is to reduce technical barriers to trade, promote product safety, protect consumers, enhance competitiveness, and support the export readiness of Cambodian small and medium-sized enterprises (SMEs) and industries.

On the Organization of a Dissemination Workshop on the Law on Metrology and Related Technical Regulations in Mondulkiri Province

Phnom Penh, 28 October 2025 — The National Metrology Center (NMC) of the Ministry of Industry, Science, Technology and Innovation (MISTI) organized a dissemination workshop on the Law on Metrology and related technical regulations for government officials and private sector representatives in Mondulkiri Province, in collaboration with the Department of Industry, Science, Technology and Innovation of Mondulkiri Province.

The workshop was held under the high presidency of H.E. Mrs. Lay Navinn, Secretary of State of MISTI, and H.E. Mr. San Darith, Deputy Governor of Mondulkiri Province. The event was attended by representatives from the Provincial Court, relevant provincial departments, Provincial Police Commissariat, Royal Gendarmerie, municipal and district councils, commune authorities, as well as representatives from factories, handicraft enterprises, and fuel station/depot operators in Mondulkiri Province.

The objectives of this workshop were to:
1. Disseminate and strengthen the implementation of the Law on Metrology and relevant technical regulations;
2. Enhance awareness and understanding of the importance of metrology among public officials and the private sector; and
3. Promote public services provided by the National Metrology Center to support various economic sectors.

This dissemination activity reflects the continued efforts of the National Metrology Center to implement the Royal Government’s policy directions in strengthening the national measurement system, improving quality control, and ensuring standardization to enhance competitiveness and support Cambodia’s sustainable economic growth.
