Measured a screw like a normal screw?
That’s where things go wrong.

Regular are measured from the bottom of the head because the head sits on top of the surface.
But CSK screws are designed to sit flush. The entire head goes inside the material.

So if you don’t include the head while measuring, you’ll order the wrong length.
And yes… it won’t fit.
