On Saturday (July 30, 2022), PM Narendra Modi underlined that the losses in the sector in India are in double digits while it is in “single digits” in . Modi ji also added that this means there is a lot of wastage of electricity in our country and that being the case we need to generate more electricity to satisfy the demand.

He stated that in several , the arrears to power sector firms have even passed the Rs 1 lakh crore mark. The country will be startled knowing that different states have pending arrears beyond Rs 1 lakh crore. They have to give this money to power generation firms. Power discoms have dues exceeding Rs 60,000 crore to many government departments and local bodies.

He was speaking at an event marking the culmination of ‘Ujjwal Bharat Ujjwal Bhavishya – Power @2047’. PM Modi requested the states where dues are pending, to clear them at once.

PM Modi also launched the Power Ministry’s flagship revamped Distribution Sector Scheme, which is aimed at bettering the operational efficiencies and financial sustainability of the and power departments. “With an expenditure of Rs 3 lakh crore over a period of 5 years from FY 2021-22 to FY 2025-26, the scheme aims to provide financial assistance to discoms for and strengthening of distribution , focusing on improvement of the reliability and quality of supply to end consumers,” a statement from the PMO read.

The cost in Delhi has rised with in Power Purchase Adjustment Cost (PPAC), imposed by on consumers, by 4% from mid June, official sources said on Sunday. A power department official said the hike was made by the discoms after approval by the Delhi Electricity Regulatory Commission (DERC) due to rise in prices of coal and gas.

The is a surcharge to compensate the discoms for variations in the market-driven fuel costs. It is applied as a on total cost and fixed charge component of an electricity bill, officials said.

“The PPAC in Delhi has been increased by 4% from June 11, according to the approval of the DERC,” said an official source.

According to the Ministry of Power directions on November 9, 2021, every state regulatory commission (DERC in the case of Delhi) has to place a mechanism for automatic pass through of fuel and power procurement cost in tariff for ensuring the viability of power sector, a discom official said.

More than 25 States / Union Territories have implemented fuel surcharge adjustment formula, he said.

Ramvir Singh Bidhuri, BJP MLA and Leader of Opposition in Delhi Assembly, demanded the government to straight away pull out the hike.

“The Kejriwal government is increasing electricity rates from the backdoor in the name of PPAC,” he charged.

The Kejriwal government on one hand has imposed conditions on the scheme of subsidy of electricity, and on the other hand has increased rates of electricity in the name of Power Purchase Adjustment Cost, he said.

“Apart from this, the and rates in Delhi are the highest in India. Delhi’s domestic consumers have to pay around Rs 8 / unit and commercial consumers up to Rs 14,” he claimed.

Farmers enraged by non-stop and installation of meters on , have started a outside the headquarters of the Paschimanchal Vidyut Vitaran Nigam Limited (PVVNL) that caters to 14 districts of west UP.

Hundreds of have brought which were installed by the power corporation on their tubewells. It seems the farmers from various districts of west UP have come prepared to wage a prolonged agitation by bringing food supplies and water tankers with them. Bhartiya Kisan Union (BKU) national president Naresh Tikait has reached Meerut to lead the protest.

In a fierce attack on the , Tikait said, “A farmer with a meagre income cannot bear the burden of hefty power bills. Earlier, a power bill would not be more than Rs 2,000 per month and now, has increased to Rs 10,000. There is no logic. How long will the government test the patience of farmers? They are as such destroying the future of our youth by introducing Agnipath yojana.”

Arvind Bangari, MD of PVVNL, said, “We are only executing the orders of the UP Electricity Regulatory Commission. Meters are being installed only to gauge the load demand and prevent damage to transformers due to overloading. Besides, the tariff charged will be applicable from February this year at the rate of Rs 85 per horsepower, which is in accordance with the government’s promise of 50% reduction. So, farmers need not worry on the tariff front.” He also cautioned that ripping of meters is a and can attract action.
