If your breakage rate swings from one batch to the next, the problem isn't your mill — it's that no two batches were prepared the same way. Grain hydrated by judgement instead of measurement, dried on a curve nobody recorded, run by whoever was on shift. APIT builds fully automated paddy processing plants so that stops being a variable.
