We’re pleased to congratulate Dean Loizou on achieving Higher-Risk Buildings (HRB) Registration through CIBSE recently, becoming the third professional to do so via the Institution.

This important milestone recognises Dean’s expertise and competence in working on complex, high-stakes projects, helping to raise standards across the industry and providing greater confidence to clients, residents and regulators. As one of only five Professional Engineering Institutions licensed to award HRB Registration in the UK, CIBSE is proud to support this vital route to demonstrating competence in the built environment.

Dean is a Design Director at Whitecode Consulting Ltd with over 14 years’ experience delivering coordinated, compliant and energy-efficient building services design for large-scale residential and mixed-use developments. He has extensive expertise in high-rise buildings (HRBs), regeneration and complex multi-building schemes. His strong technical leadership, attention to detail, and deep understanding of the Building Safety Act and modern regulatory requirements make this a well-deserved achievement.

Since the Climate Change Committee (CCC) recommended a target of net zero emissions by 2050 for the UK, the built environment’s transition from ambition to verifiable action has moved into a phase defined by measurable accountability, standardised reporting, and performance verification.

With the launch of the UK Net Zero Carbon Building Standard in March 2026, the sector now has a unified framework to define, assess and demonstrate whole-life carbon performance across both operational and embodied emissions, helping to align design, delivery and asset management with a consistent national benchmark.

The CIBSE UK Net Zero Carbon Building standard conference will explore early sector responses, operational energy performance targets and verification pathways, as well as lifecycle assessment expectations, plus ongoing challenges around data availability and quality.

Hear from industry leaders on how the Standard is being used in practice, the challenges emerging on live projects, and how it is already shaping the UK’s net zero pathway.

The Industry Task and Finish Group (ITFG) has recently published new guidance on Managing Competence in the Built Environment, supporting organisations to put the Industry Competence Committee (ICC) principles into practice in a clear, practical and risk-based way.

Developed with input from over 50 organisations across industry, regulation and assurance, the guidance sets out how effective competence management can be implemented by organisations of all sizes - from SMEs to large industry bodies.

It provides a proportionate and flexible approach, helping organisations ensure the right people have the right skills, knowledge, experience and behaviours for the roles they undertake, and can demonstrate this in practice.

This guidance will also play an important role in informing the development of a future British Standard on managing competence across the built environment.
