The HHSRS is being simplified, but not watered down. Asbestos and Water Hygiene are both still hazards that need to be actively managed in our housing stock π
The updated Housing Health and Safety Rating System reduces the number of hazards from 29 to 21, replacing the old AβJ scoring bands with High, Medium and Low, and introduces clearer language around the severity of harm.
For landlords, housing providers and property managers, the message is clear: housing hazards still need to be understood, assessed and evidenced properly.
Importantly, asbestos and machine-made mineral fibres remain a standalone hazard, while water supply remains a key area under protection against infection. This includes water hygiene risks such as poor system design, stagnation, water storage cleanliness, rarely used outlets and the potential for Legionella proliferation where systems are not properly managed.
Damp & mould, fire, electrical hazards, falls from height, excess cold, and hygiene hazards also remain firmly in focus.
The simplifications are a welcome amendment, and will be coming into force on the 23rd of June 2026.
