Laminated and toughened aren't interchangeable, and on overhead glazing, the difference is a safety issue, not a preference.

Laminated = multiple panes bonded with a polymer interlayer. If it breaks, fragments stay stuck to the film.

Toughened = heat-treated to be 4–5x stronger than standard glass. If it breaks, it granulates into small, rounded pieces, not shards.
