Reclamet moves forward with expansion plans following successful appeal

Reclamet is open for business, and continuing to support its customers following its successful appeal against the revocation of its environmental permit.

The Planning Inspector has now granted Reclamet’s application for costs, ordering the Environment Agency to pay the costs of the appeal proceedings. The Planning Inspector found that the EA’s unreasonable behaviour caused unnecessary expense.

Reclamet Managing Director Stuart Mann said: “This is a significant decision for the business, but above all it really matters to our people. This has been a deeply difficult period for our staff and their families. Their commitment, alongside the support of our customers, has meant a great deal to me.

“We are open for business, and our team is here to support our customers. With the dark cloud been lifted, we can move forward with our expansion plans and the opportunity to create more meaningful jobs across East Kent.

“I want the Inspector’s findings to lead to lessons being learned for the vehicle-recycling industry. Other businesses and their employees should not have to face the avoidable uncertainty and unnecessary enormous expense identified in our case. This should never be allowed to happen again.”

Reclamet welcomes successful appeal against environmental permit revocation

Decision protects 70 local jobs at the long-established Kent recycling business site

Thanet-based vehicle recycling business Reclamet has welcomed a Planning Inspectorate decision allowing its appeal and quashing the Environment Agency’s notice revoking its environmental permit.

In a decision issued today following a public inquiry held on 20 -22 May 2026, Inspector Stephen Normington appointed by the Secretary of State, concluded that it would not be reasonable, proportionate or necessary to revoke the permit for the company’s Woodchurch Road site in Birchington, Kent.

The decision allows Reclamet to continue at the site, protecting 70 local jobs and retaining a facility recognised by the Inspector as an integral part of Kent’s metal waste management infrastructure. The appeal followed enforcement action by the Environment Agency concerning noise from recycling operations and its impact on the neighbouring Nelson Park Riding Centre and associated residential property.

In his decision the Inspector found that the Environment Agency had not adequately justified its categorisation of noise from the site as major pollution. He also identified shortcomings in its engagement with Reclamet to explore noise mitigation and found little evidence that the social, environmental and economic implications had been carefully considered.

Reclamet Managing Director Stuart Mann said: “Today’s decision has brought important clarity after several years of uncertainty for our business and our staff. It protects 70 local jobs and allows us to continue providing an important recycling service for Kent and beyond.

“We have always taken concerns raised by our neighbours very seriously and commissioned independent noise assessments and investigated mitigation measures. We welcome the Inspector’s recognition that revoking our permit was not a reasonable, proportionate or necessary response.”

The Inspector acknowledged the important community role of the neighbouring riding centre and identified opportunities to further reduce noise impacts through changes to site operations.

Stuart Mann added: “We remain committed to minimising the impact of our operations and have already commissioned further work to explore improvements to noise mitigation. We want to move forward constructively with our neighbours and the Environment Agency.

“Vehicle and metal recycling involves recovering valuable materials and returns usable vehicle parts to use. Our focus now is on continuing that work responsibly, providing a valuable service to our valued customers and very importantly protecting the livelihoods of all our staff.”

The Birchington site has been associated with metal recycling since the 1960s. As well as serving local residents and businesses, it receives metal from Kent Country Council household waste sites and abandoned vehicles recovered by the Council.

Reclamet has applied for a full award of costs against the Environment Agency. This application is the subject of a separate decision
