The EU’s new “Sixth Omnibus” regulation, published on 8 July 2025, simplifies several requirements across CLP, Cosmetics, and Fertilising Products regulations.

A key change: label formatting rules for hazardous chemicals are being reverted to earlier standards—with less strict requirements on minimum font sizes and spacing. This move comes in response to strong industry pressure, aiming to reduce excessive administrative burdens.

The package is expected to save companies over €360 million per year while maintaining health and safety protections.

Important Update on Ethanol Classification by ECHA

The anticipated submission of the CLH dossier for ethanol, originally expected by July 31, 2025, has been delayed indefinitely. This means the formal process to reclassify ethanol has not yet started.

As a result, the final decision on ethanol’s classification remains off the immediate horizon, extending uncertainty for manufacturers and downstream users across multiple industries.

The UK government is consulting on proposals to extend the staggered transitional registration deadlines under UK REACH — which require full substance dossiers to be submitted in phases, based on volume and hazard.

Three options are proposed, with Option 1 (deadlines in October 2029, 2030, and 2031) named as the government’s preferred choice.
The consultation also covers the timeline for HSE’s compliance checks on 20% of dossiers.

Notably, the standard registration fee for large enterprises is now uniformly set at £2,222 across all tonnage bands, replacing the previous tiered system. Additionally, fees for small and medium-sized enterprises (SMEs) have been adjusted to £740 for medium, £399 for small, and £57 for micro-enterprises.
These changes aim to streamline the registration process and ensure a fairer distribution of costs within the industry.

Submit your GB PIC Notifications Now to Ensure Smooth Exports in 2025!

To help you navigate the regulatory landscape and avoid any disruptions, we want to share essential information from the Prior Informed Consent (PIC) Designated National Authority (DNA) for Great Britain regarding the export of chemicals listed in the GB PIC List for 2025.

The PIC Regulation requires that the first export of a listed chemical each year must be notified to the DNA at least 35 days before the intended date of export. This requirement also includes exports from GB to Northern Ireland.

The European Commission has issued Delegated Regulation (EU) 2024/1398, amending Regulation (EU) No 528/2012. This update extends the review program for all existing biocidal active substances until December 31, 2030.
