Late-stage engineering changes are rarely difficult because of engineering alone.

They become difficult because of timing.

Early in development:
• options remain open
• system impact is limited
• changes are manageable

Later in CS-23 projects:
• testing has already started
• documentation has reached high maturity
• certification evidence is progressing

At that stage, even small modifications can propagate through the entire development and certification system.

The technical solution itself may remain simple.

But:
• proving compliance becomes harder
• validation scope expands
• project cost increases disproportionately

This is why late-stage changes are rarely only engineering decisions.

They become coordination problems across design, testing, validation, and certification.

Certification delays rarely come from one big mistake.

More often, it’s this:
• assumptions made early are not revisited
• design changes are not fully reflected in analysis
• documentation gradually diverges from reality

Everything looks consistent — until review.

Then:
→ rework
→ delays
→ pressure on the whole team

In one project, weeks were lost not because of a major
issue, but because of small inconsistencies across documents.

Certification doesn’t break on big errors.

It breaks on accumulated small ones.

A design passed all checks.
CFD was correct.

Documentation complete.
Then manufacturing reviewed it.
Feedback:
• multiple 5-axis operations required
• tight tolerances on non-critical surfaces
• assembly sequence difficult to scale
Nothing failed.
But cost, time and risk increased.

What changed later:
• geometry simplified based on real load paths
• tolerances adjusted to actual function
• assembly reduced to fewer steps
In one case, this meant reducing a design from 7 parts to just 2.

Same function.

Different approach.
Manufacturing issues are rarely surprises.

Adding engineers doesn’t always solve the problem.

We’ve seen projects where capacity was increased —
but delivery didn’t improve.

Why?

Because:
• new people needed onboarding
• context wasn’t clear
• critical tasks stayed with the same bottlenecks

In one case, progress improved only after:
• specific tasks were clearly separated
• external support focused on defined problem areas
• internal team kept ownership of core decisions

Capacity helps.
But only if it fits into the system.

Otherwise, it creates more noise than output.
