Eto ang evaluation ko with relevant provisions from the Philippine Electrical Code (PEC 2017), which closely mirror equivalent National Electrical Code (NEC) rules:
1. Neutral and Ground Conductor Cross-Connection
PEC Rule: PEC 2.50.2.5(A)(5) / PEC 2.50.7.3 (Load-Side Grounded Conductor Connections) / Equivalent: NEC 250.24(A)(5) & 250.142(B)
Violation: The neutral (white wire) and equipment grounding conductors (green wire) are connected together across terminal bars at the bottom and sides.
Hazard: PEC requires strict separation of the grounded neutral conductor and the equipment ground downstream of the main service disconnect. Bridging them creates parallel paths for return currents through the metal panel body, energizing the cabinet and posing severe shock/electrocution risks.
2. Missing Cable Protection & Bushings at Entry
PEC Rule: PEC 3.12.1.5(C) (Cables Entering Boxes or Cabinets) & PEC 3.0.1.4(F) (Insulating Bushings) / Equivalent: NEC 312.5(C) & 300.4(F)
Violation: The main incoming cables enter directly through raw sheet-metal knockouts without approved cable clamps, strain relief, or protective insulating bushings.
Hazard: Vibrations and wire settlement will cause the sharp metal edges of the knockouts to cut through the conductor insulation over time, leading to a major phase-to-ground fault or enclosure short circuit.
3. Improper Wire Bends & Poor Ex*****on
PEC Rule: PEC 1.10.1.12 (Mechanical Ex*****on of Work) & PEC 3.12.1.6 (Deflection of Conductors) / Equivalent: NEC 110.12 & 312.6
Violation: Unnecessary circular loops on the main line conductors (Red, Yellow, Blue) overcrowd the top wiring gutter and exceed acceptable bending radii limits.
Hazard: PEC mandates that all electrical work be performed in a neat and workmanlike manner. Coiling heavy conductors unnecessarily restricts airflow, causes localized thermal hotspots, and clutters the cabinet enclosure.
4. Unprotected Live Parts & Missing Dead-Front
PEC Rule: PEC 1.10.1.27(A) (Guarding Live Parts) & PEC 4.8.4.2 (Enclosures for Panelboards) / Equivalent: NEC 110.27(A) & 408.38
Violation: The panel contains exposed, energized main distribution buses and lugs with no protective dead-front cover installed.
Hazard: Working on or operating this panel in its current state leaves live high-voltage components fully exposed to direct personnel contact, presenting an arc-flash and shock danger.
5. Unconnected Circuit Breakers (Incomplete Installation)
PEC Rule: PEC 1.10.1.3(B) (Installation and Use of Equipment) & PEC 4.8.4.1 (Overcurrent Protection) / Equivalent: NEC 110.3(B) & 408.36
Violation: Dozens of circuit breaker units are mounted on active buses without any load-side conductors installed or terminated.
Hazard: Leaving energized circuit breakers active without load terminations creates a safety hazard during troubleshooting, testing, or final branch circuit wiring additions.
6. Phase Identification & Wire Color Misuse
PEC Rule: PEC 2.0.1.6 (Identification of Grounded Conductors) & PEC 2.10.1.5(C) (Identification of Ungrounded Conductors)
Violation: Green insulation is inappropriately routed across terminal strips along with white conductors.
Hazard: PEC mandates that conductors with continuous green insulation (or green with yellow stripes) must be reserved exclusively for Equipment Grounding Conductors (EGC). Using green for any current-carrying or neutral path creates confusion for future technicians.
