ALBERTA REFERENDUM | BALLOT QUESTION 2

As part of our referendum information series examining all 10 Alberta referendum questions, today we’re looking at Question 2: Social Programs.

This question asks whether access to provincially funded programs — including health care, education and other social services — should be restricted based on citizenship, permanent residency or an Alberta-approved immigration status.

We recommend to vote No for the following reasons.
Potential concerns with this proposal include:

- reduced access to essential services for some residents
- gaps in health care or education
- added administrative barriers
- uncertainty for families whose immigration status is temporary or changing

There may also be increased pressure on municipalities, community organizations and other support systems if people are no longer eligible for certain provincial programs. Determining and verifying eligibility could also add another layer of bureaucracy to services that many families already rely on.

Over the next seven days, Sturgeon Lake Cree Nation will be sharing a series examining each of the proposed Alberta referendum questions, with a focus on the potential risks, concerns, and impacts each question could have on our Nation, our communities, and Albertans.

Today, we begin with the question surrounding Alberta taking increased control over immigration.

We recommend to vote No for the following reasons.

Potential concerns include:

• Jurisdiction: Immigration is a shared federal-provincial responsibility in Canada. Changes to Alberta’s role could create jurisdictional disputes, added administrative costs, and legal challenges where provincial and federal policies conflict.

• Charter and Mobility Rights: Any provincial policy giving priority based on provincial residency would need to comply with the Canadian Charter of Rights and Freedoms, including mobility rights that protect Canadians’ ability to live and work across the country.

• Workforce Impacts: Reducing immigration could affect industries that rely on newcomers to address labour shortages, including health care, construction, technology, manufacturing, agriculture, and other sectors across Alberta.

• Implementation Questions: The ballot question does not itself provide details about how a new system would operate, what it would cost, how long implementation could take, or how employment-priority measures would be applied.

• Potential Impacts on First Nations: Changes to Alberta’s workforce and immigration system could also affect First Nations through impacts on local services, businesses, labour availability, families, and regional economic activity.

The targeting of immigrants, often revitalized communities , is unwelcome in our Nations and creates unnecessary division. If any government requires more say over immigration, it is First Nation governments, not the province.
