A great afternoon connecting with the development industry at the UDIA NSW Winter Luncheon.

The event featured NSW Treasurer, the Hon. Daniel Mookhey MLC, discussing the State’s economic outlook and a range of issues influencing investment and development across NSW.

Housing, infrastructure, productivity and the broader investment environment were all on the agenda, with plenty of valuable discussion about the opportunities and challenges ahead.

It was also a great opportunity for the Diversi team to catch up with industry colleagues and continue building relationships across the development sector.

We're delivering civil design and project management for a new industrial subdivision right next to Western Sydney International Airport, with the first freight flights due to commence in 2026.

Great to see The Wilton at Bingara Gorge getting some well-deserved attention on Sydney Weekender last month.

We recently delivered the civil stormwater and car park works for the venue, working with Feros Group and H&E Architects .

The Architect's work gets noticed. The Landscaping draws the eye. Our job is to make sure everything underneath works so well that nobody thinks about it. That's the hidden side of Civil Engineering on a project like this, and it's something we are proud of.

At the UDIA NSW Western Sydney Luncheon today at The William Inglis Hotel.

Great to hear from Deputy Premier Prue Car MP on the Government's priorities for Western Sydney following the State Budget. This region is carrying a huge share of NSW's infrastructure and housing agenda over the next decade and it was good to be in the room for this one.

A few takeaways:

Approvals are being fast tracked to match the pace of growth in Western Sydney, good news if you're trying to get a project moving
$116b committed to infrastructure across the state, with Windsor Road, Elizabeth Drive and Fifteenth Avenue all confirmed as part of the pipeline
Big investment coming in schools and hospitals too, more upgrades on the way for our region

Good session last Thursday at the Property Council's NSW Budget briefing with Treasurer Daniel Mookhey at The Fullerton Hotel.

A few things that came through clearly:

Planning reform is happening but delivery needs to accelerate. The approvals process is still a bottleneck.

Housing supply remains the central challenge, with feasibility and construction costs continuing to bite.

NSW's $116B infrastructure program reinforces this state as a serious place to invest and deliver.

Prefab and pattern book design approaches are starting to get real consideration as ways to improve productivity.

Cautiously optimistic tone from Government. Strong intent, with honesty about how much work is still ahead.

For those of us in civil and infrastructure delivery, the direction is clear. Move faster, build smarter, and be ready to support the new methodologies as they come.

Phil Diversi attended the UDIA NSW Department Secretaries Luncheon last week, where NSW Planning Secretary Kiersten Fishburn and Premier's Department Secretary Simon Draper spoke on housing delivery, planning reform and the infrastructure needed to support NSW's growth pipeline.

A few key takeaways for anyone working in development and civil infrastructure:

- DPE is now factoring feasibility into rezoning decisions. A meaningful shift for project pipelines across Western Sydney.

- The Housing and Productivity Contribution framework is considered well-structured. It needs time to settle but the direction is clear.

- The SSDA pipeline is approaching 1,200, with more data centres in the mix. The demand for civil infrastructure delivery in growth corridors is not slowing down.

Sydney Water recently held an information session on the Aerotropolis Integrated Stormwater scheme and the implications for development across Western Sydney are significant.

The Draft Development Servicing Plan sets infrastructure contributions at $1,188,548 per net developable hectare across the Aerotropolis initial precincts, covering Aerotropolis Core, Badgerys Creek, Agribusiness, and Northern Gateway. The scheme integrates stormwater harvesting, wetlands, bioretention systems, and a recycled water network across 5,650 hectares of one of Australia's fastest-growing urban areas.

For developers and landowners in the precincts, the decisions being made now around stormwater and drainage design will have a direct impact on project feasibility and timing.

The Draft DSP is open for public submissions until 9 June 2026.
