It’s been a real joy having my daughter spend the week with the Arcade team for her work experience during her final year of school. It feels like only yesterday I was her age, a second-year apprentice myself, holding her chubby little body in my arms after those long workdays. I am truly excited for her future and the prospect of her possibly undertaking her own apprenticeship.

Whilst excited, I hold real concerns for new apprentices entering the workforce in my home state of Victoria. In both the construction and service sectors, apprentices are utilised as cheap labour. This is not a problem in itself, but it becomes one when they are unsupervised by a qualified tradesperson.

We are all complicit in the exploitation of apprentices. RTO’s, apprenticeship network providers, the VRQA, BPC, tradespersons and licensed supervisors all collectively play their part in creating the best possible environment for apprentices to succeed both at trade school and in the field.

Does your fire service provider overhaul water supply valves to your fire system?

Poorly maintained fire service non-return valves like this won’t just impact the performance of your fire system but also contaminates the towns main water supply we all drink from.

AS 1851-2012 table 2.4.2.4 & 4.4.4 clearly outlines the routine service criteria for fire hydrant and sprinkler systems, yet it is often neglected due to the licencing restrictions of your fire service contractor or to cut costs and make certain service providers appear cheaper when in fact they’re only performing a portion of what’s required under AS 1851-2012.

Fortunately aren’t bound by these licensing restrictions and are out and about Melbourne preventing systems like this impact your health and safety.

More than just a name change.

Last year we applied to the VBA via a Freedom Of Information request for the following information;

Formal Inquiry for plumbers holding an unrestricted fire protection licence or
registration, how many have had their licence or registration cancelled since 1 July 2013 until 13 June 2024 (the date of our application).

The VBA’s response: “The documents you requested do not exist”.

Yes, you read that correctly. Over a period of 12 years (July 2013 - June 2025) the Victorian Building Authority never once cancelled the licence/registration of a plumbing practitioner holding the Fire Protection class.

The only publicly available information which details any form of disciplinary action against a plumbing practitioner holding the Fire Protection class is a case from April 2023 where a $555.00 penalty was imposed.

Since October 2021 we have lodged 18 complaints via the VBA360 practitioners portal, 2 complaints via the relatively new tip off line and another 76 and counting licensing offences reported directly to the VBA’s investigation team. None of which have eventuated into disciplinary action of any sort.

The volume of unresolved complaints posed to the VBA (now known as the BPC) highlights a glaring gap in the technical expertise of those tasked with investigating non-compliance or licensing infringements.

There is genuine hope the BPC have a clear strategy set to clean up the Fire Protection sector. We can no longer be left to self govern ourselves via industry associations as the risks associated with this model are far too great.

We need a revered government regulator in which practitioners will all be held accountable by. Every year more and more, non-compliant and defective buildings are built in Victoria, independently certified and issued occupancy under a system that does not work. The compounding risk of the BPC not getting it right this time around would be devastating for all Victorians, especially to those that call these buildings home.

2024 has been a challenging year for myself not just work wise but emotionally. I’ve spent much of my spare time trying to help improve the quality that fire protection and ESM service providers provide the public by highlighting the flaws, gaps in knowledge and loopholes which plague the industry I love.

Unfortunately my love and optimism has turned to despair. Every report, well constructed email, carefully gathered evidenced, angle and approach has fallen on deaf ears. Whether it be unlicensed work, defective or non-compliant work, the exploitation of the states apprenticeship scheme, corruption within established industry organisations… no one will listen, not even media outlets.

I look forward to 2025. A new outlook and fresh approach in which I will prioritise my family over my business commitments. I will continue to push myself and build on the knowledge I have gained thus far but with more of a focus on my own pursuits and less focus on those around me.

Thank you to all those who I have had the privilege of collaborating with over 2024. We all play an important role in keeping properties and people safe. Enjoy the well earned break.

Arcade Fire Services is formally closing our construction division due to the growth of our core service and maintenance division. We would like to thank all our customers who have supported us in this space over the past 7 years, including those who engaged Arcade Fire for new projects, retro-fits and minor works as far back as 2017.

In 2018 the VBA announced plumbing regulation amendments for the routine servicing of fire protection equipment which impacted who can service fire pumps, hydrants and hose reels. Since this amendment Arcade Fire have consistently upskilled appropriately qualified fire sprinkler fitters in this space to ensure we are delivering the best services possible, especially in flow testing.

Arcade Fire is no new kid on the block when it comes to the flow testing of fire hydrants or sprinklers, it’s our speciality. With both of these services able to be completed by our qualified and capable technicians, it’s much more simple to streamline both of these services into one easy site visit (reduce overheads organising and following up multiple contractors and quotes just to achieve the same result).

How would your fire equipment operate in an emergency?

An often overlooked and neglected part of routine servicing (AS 1851 - 2012) is the need to flow test equipment simultaneously.

If multiple water services draw from a single water supply (ie. fire hydrants, hose reels, sprinklers, domestic), the measurement of the water supply requirements for those services should be based on all systems operating simultaneously, regardless of how they are connected to the single water supply.

Most ESM and fire service providers subcontract out this work to other businesses who more often than not lack the required licensing to perform these tests correctly, leaving the owners corporations and/or body corporates who engage them exposed in the event of an insurance claim.

Fortunately businesses like Arcade Fire Services have the appropriate equipment, licensing and insurances to ensure you’re covered.
