UPDA Registration Detailed Process
Step One (1): Register for Hukoomi account
Hukoomi Account
First of all, you need to have an activated Hukoomi account. If you don't have, then you need to register as a new user.
Here's the process:
1. Go to Hukoomi website http://portal.www.gov.qa/wps/portal/homepage
2. Click register
3. Input your Qatar ID number, mobile #, email and all related personal information’s.
4. They will send you an email or a text on your mobile (Within 1 day) stating that you need to go to post office (Original ID required by Q post) to activate your account.
5. That's it! You have an activated Hukoomi account. Your log-in is you QID no. and make sure you remember your password.
Step Two (2): Collect required documents
Qualification Requirements
1. Degree - You shall be a graduate engineer obtaining the degree from a University or Institution listed in MMUP (B-Tech is / BE / BS) (A list of approved Universities/Institutions are available on MMUP website)/ Secondary Education Certificate (all certificate needs to be Attested).
2. Police Clearance (has a validity of 6 months) you have to obtain a PCC from your Embassy in Qatar and this also need to be attested in Ministry of Foreign Affairs (MFA) to issue a local police clearance. Refer to Appendix 1.
3. Two (2) Passports Photograph.
4. Valid Passport Copy and RP Copy.
5. Company permission letter for UPD (To be done by HR / PRO)
6. Training certificate related to Fire Alarm, if any.
7. CV
8. Experience letters & Grading [Optional] - Experience less than 5 years C grade, 5-9 B grade and above 10 years Grade A [ Experience from outside Qatar needs to be attested]
Step Three (3): MMUP Registration
1. Once you collect all the above documents, you have to fill the online application of MMUP. Please refer to Appendix 2.
2. A text will be sent on your mobile stating a date to visit MMUP office. Make sure all the documents are saved in a file and to be submitted in the day of visit (better to save these documents in plastic folders)
3. They will verify the documents and accept it if documents are completed, or will comment to rectify. All the documents will be kept at MMUP office and will return them back only on the day of exam or after.
4. Once the application is accepted, they will provide you with the exam date by Text or over the phone.
5. The exam is computer based (Multiple choices) of one hour duration and has 25 questions.
6. There is no syllabus available, most of the questions are technical and the rest are general questions.
7. Final mark will be given based on the exam, experience, certificates etc.
8. Results will be given on the exam day, and then you need to pay a fee and collect your certificate [Valid for Two years].
9. Once you have passed you will receive your Urban Planning Certificate.
10. Submit your UPC to HR they will add you to the company certificate.
11. UPC expires every 2 years and will need to be renewed.
Important Notes:
Check for University listing
Approach UPDA office located opposite City center and enquire in counter number 17/18 to verify your certificate for listing
If your university/ institution is not listed you can approach Qatar Job Qualification center on C- Ring Road near Gulf Cinema with a letter from company and need to follow further procedure as per Supreme council of Higher education to enroll the university in the approved list of UPDA
Attestation Requirements
You should have your degree certificate attested by your origin country then attested by Ministry of Foreign Affairs, Qatar (QR 10/- per certificate –payment card only).

Any experience certificate other than from Qatar has to be attested by Ministry of Foreign affairs, Qatar for which you have to follow the attestation procedure as explained above.
