A licensed Professional Engineer (PE) in California and certified Project Management Professional (PMP), Wes brings a strong technical foundation along with a proven track record of leadership and service.

It is hard to put into words what Joe Blum meant to Butier Engineering, Inc. and to those of us who had the privilege of working alongside him. For 20 years, he served as a Senior Construction Manager and became an integral part of the fabric of our company. Through countless projects, challenges, and successes, Joe remained the same person everyone respected and appreciated: 𝘁𝗵𝗼𝘂𝗴𝗵𝘁𝗳𝘂𝗹, 𝘀𝘁𝗲𝗮𝗱𝘆, 𝗰𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝘃𝗲, 𝗮𝗻𝗱 𝗴𝗲𝗻𝘂𝗶𝗻𝗲𝗹𝘆 𝗸𝗶𝗻𝗱.

We are grateful not only to have worked with Joe, but to have called him a dear friend. His leadership, perspective, calm presence, and character left a lasting impression on all of us. What we will remember most is the way he treated people.

In a profession where disagreements and difficult situations are inevitable, Joe had a remarkable ability to bring people together, find common ground, and keep the focus on solutions. He understood that relationships matter and that 𝗵𝗼𝘄 𝘆𝗼𝘂 𝘁𝗿𝗲𝗮𝘁 𝗽𝗲𝗼𝗽𝗹𝗲 𝗶𝘀 𝘂𝗹𝘁𝗶𝗺𝗮𝘁𝗲𝗹𝘆 𝗺𝗼𝗿𝗲 𝗶𝗺𝗽𝗼𝗿𝘁𝗮𝗻𝘁 𝘁𝗵𝗮𝗻 𝗮𝗻𝘆 𝗽𝗿𝗼𝗷𝗲𝗰𝘁 𝗼𝗿 𝗮𝗰𝗰𝗼𝗺𝗽𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁.

Butier Engineering was proud to provide and services in collaboration with OCWD and the City of Tustin on this Project, which helps provide a reliable, high-quality groundwater supply for the Tustin community. The facility delivers advanced treatment for PFAS and represents a significant investment in long-term water reliability and public health.

The City of Chino Hills - Municipal Government is strengthening local water reliability with the completion of its new 1,2,3-Trichloropropane (TCP) Removal Treatment Plant. This $17.3 million investment maximizes the use of local groundwater resources while ensuring a safe and dependable water supply for residents and businesses throughout the community. In 1976, Mark Butier, Sr., P.E., founded 𝗕𝘂𝘁𝗶𝗲𝗿 𝗘𝗻𝗴𝗶𝗻𝗲𝗲𝗿𝗶𝗻𝗴 with a simple vision: to provide independent construction management services that help public agencies deliver the infrastructure projects their communities depend on every day.

We're honored to partner with Eastern Municipal Water District on one of the region's most significant water reliability projects.

𝐁𝐮𝐭𝐢𝐞𝐫 𝐄𝐧𝐠𝐢𝐧𝐞𝐞𝐫𝐢𝐧𝐠, 𝐈𝐧𝐜. has been selected to provide construction management and inspection services for the $153 million Pure Water EMWD project, helping deliver advanced water purification infrastructure that will create a resilient, locally sourced water supply for the San Jacinto Valley. We look forward to partnering with Brown and Caldwell and Stantec as the Engineers of Record.
