EU scientists recently published a report titled "Biodegradability of plastics in the open environment," coming to the conclusion that biodegradable plastics should be limited to applications in which reducing, reusing or recycling are not possible. Only specific environments are conducive to the biodegrading process, so identifying areas in which to reuse non-biodegradable plastics such as ink cartridges is the key to successful waste reduction.

In a recent LA Times article, Zoe Heller of CalRecycle said that although trash might be classified as "recycled;" there is "no way of tracking when we export those materials if they're actually getting recycled in those countries."
