As of 6/22/20, the NYC DOB TPP Notice must be distributed to building Occupants *AND* posted in a conspicuous manner in the building’s lobby *AND* posted on each floor within ten feet of the elevator or main stairwell.

As of 8/5/20 DOB will deny permits where there are open violations (as of 12/5/19) for false statements or work without a permit. The restriction is for 1 year from the date of the summons or earlier if it is dismissed by OATH.
