Ethanol attracts other polar molecules because of its electric charge. When water enters a fuel tank, it gathers at the bottom of the tank because water is denser than gasoline. When phase separation occurs the water coagulates and gets pulled into the fuel system.
The picture attached is an example of this. A customer's riding mower that I recently worked on had this inside of their carburetor. The issue can be repaired by a carburetor cleaning or a new carburetor replacement.
