R-Value. In rare cases, it remains fixed at best for a handful of years. Most commonly, it starts slowly diminishing the day your insulation is installed. Gravity is a constant, which is why thermal drift (R-Value Loss) occurs in batt and blown-in related, insulation products.
Until QE, your contractor could only offer you 3 solutions:
($) Bandaid fix - Blow more fiberglass on top of existing insulation.
($$$) Completely remove and replace insulation with more fiberglass.
($$$$) Completely remove existing insulation, spray foam the roof deck, and buy a new hvac unit (this option is not always included because of cost, however, downsizing a unit is technically ideal in most cases).
There remain other supplemental options, such as duct cleaning / sealing etc, but these 3 tend to be the most common solutions.
