Increasing mitigation is the most effective solution for flood management. As future development and increased growth in both, rural and urban areas limit the options for flood protection, solutions to overcome the lack of available reservoir storage are essential.

The RSA Weir Wall is one such possible solution that can provide additional in‐line and off‐line floodwater storage. This system can be used in addition to flood management projects such as channel improvements, additional detention facilities, man‐made levees, and other drainage structures. Since positive results are seen in this study, further studies are recommended to analyze the proposed RSA Weir Wall system in terms of risk, environmental impact, economical costs, installation, maintenance, and construct-ability.

Over the past 10 years we have been developing designs for retractable, surface mounted and an active weir wall floodwalls coupled to a detention basin.

Weir wall units mounted upstream will reduce downstream flooding as shown from our H&H studies. No change or additions required in the downstream area. Please see our attachment describing this system.*

During the past few weeks, we have had the opportunity to make presentations to the Army Corps of Engineers of our retractable flood wall system. The District Chief’s staff mentioned local applications that our retractable and surface mount systems might be useful.

We have detailed two of them below:

Downtown Rock Island Mississippi River Flood Closure – 100’; https://lnkd.in/gc2TN2_G A project to modernize a small opening which now uses manual drop-in removable flood panels between structure towers. This requires physical storage, moving product to the site, removing same from the site fand back into storage. Our system is permanently in place and can be operated remotely or mechanically simply using a crane.

Greater Peoria Sanitary District ** We learned that a 502 project was not approved due to the cost of replacing contaminated soil over a wastewater treatment plant.

RSA’s Surface Mounted Flood wall System (1’ of excavation for up to 10’ height of fixed floodwall) could sit on top of the contaminated soil. This would provide robust flood protection without the cost of soil removal. Kindly review our mock-up of our perimeter solution. The initial design showed large footprint soil berms beyond 40’ widths around the facility. RSA’s Surface Mounted Flood wall System requires a consistent 8’ – 15’ wide footprint.

It has been designed against up to a Category 5 land falling hurricane. RETRACTABLE CONCRETE FLOODWALL SYSTEMS.

Extended long lengths (miles) of fixed flood walls or levees protect society or the environment against flooding. For vehicle access to the land an opening in the line is required. The openings must also be flood sealed to maintain a continuous flood wall line. Currently this is done with large rolling or hinged gates that are manually operated closed and then after the event manually reopened. As required in the maintenance schedule this time-consuming action must happen on each threat of flooding. This is expensive and takes valuable time away from other flood abatement operations personnel need to work at. The RSA Automated Remote Controlled Retractable Floodwall System seals and then reopens the opening in minutes.

A “packaged” scalable system ranging from 3’ to 15’ height protection x 15’ wide sections (any length) has been designed. This is either a retrofit or OEM structure performing as an automated Large Scale Flood Control Road Closure. https://youtu.be/OAg0OefsoL0
