It’s always so hard to say- mostly because it’s so subjective.
For instance, I really like Cyberpunk. I wish I could do this and that but I enjoy the hell out of that game. I think the open world is flat out the most impressive open world I’ve ever seen, I think the combat is varied and fantastic, and I think the story is exceptional in every regard. I rarely play a game where I enjoy every second.
When we talk about the best game that means we need near perfection. Fallout New Vegas is amazing- but the combat is jank. Red Dead Redemption 2 and 1 are fantastic, but the combat is simple and the mission design lacks.
I think the best game has to be Mass Effect 2.
Mass Effect 2 has no bad parts. Nothing is sub-par or below average.
The combat is fun, fluid, and interesting. Each class is unique to play and the squad composition adds a ton to the game.
The story missions are incredible. The focus on crew and their loyalty missions really sell the game. You get such an in-depth look at all the characters while playing through really varied missions. 90% of the game is just character missions and it works because you see the universe from all these unique perspectives.
You then have the greatest ending to a game ever. You have to go on a su***de mission where these crew members you know so well can die. Since the whole game was built around building this crew and getting to know them it makes the stakes so high. Funny enough even though the final mission is to “save the universe” people are far more concerned with your crew.
The game ran perfectly and looks perfect, especially for the time.
The soundtrack is legendary
The amount of choice is perhaps above any other RPG of the time
The voice acting was spot on
Mass Effect 2 does nothing bad.
