The existing process for site ex*****on, supervision and inspection of actual construction of public buildings gives room for so many shortcomings, resulting in many projects not meeting high standards of delivery.

The Schemes of Service of the Federation specifically states that one of the responsibilities of the Builder is "supervising and monitoring projects under construction to ensure compliance with approved quality of materials and proper ex*****on."

This schedule is made very explicit, and can be further suggested that the choice of the words "supervising and monitoring," are deliberate to distinguish the responsibilities of the Builder engaged by a construction firm in the management of the production process from that of the Builder in Government Service.
