CONSTRUCTION - WHAT A WORLD

The construction industry especially building or civil works may be complex and demanding, but to me it remains the most rewarding of all. Once a project is completed, teams disperse, some retire, others move on to the next site. Sometimes we bump into each other again on another project, and some just disappear into thin air.

The post-handover phase often feels quiet.

The real excitement lies in watching a project rise from the ground up. No matter our role or level, those of us in construction can always take pride in what we’ve built whenever we see a structure come to life and serve its purpose.

Attended the "Adequate Procedures Compliance (Checklist)" session with ABAC Center of Excellence Limited (Certification Body) and on behalf of QHSEL Consultancy Sdn. Bhd.

The workshop was highly value-adding, providing a strong complement to the ABMS ISO 37001 framework, which is now (2026) mandatory for certain categories of companies, corporate sectors, GLCs, and segments of the civil service, while also serving as a practical guideline for other organisations aiming to enhance their governance and anti-corruption practices.

APCC relates to the anti-corruption measures that Malaysian commercial organisations are required to implement under Section 17A of the Malaysian Anti-Corruption Commission Act 2009.

Guided by the “T.R.U.S.T” principles (Top-level commitment, Risk assessment, Undertake control measures, Systematic review, and Training) these procedures form an important legal defence mechanism against bribery.

The session was both insightful and productive, with participants comprising corporate entities at various stages those preparing for certification, in the process of implementation, and those already certified.

The (invite-only) programme was organised by
Transparency International Malaysia, an organisation well-recognised for its work in promoting integrity and accountability internationally.

My appreciation to all the speakers including The President of TI Malaysia, Mr. Raymon Ram, many of whom are also experienced assessors and legal practitioners, for their valuable insights. I would highly recommend this workshop to organisations

WHAT'S UP WITH THE NEW ISO 9001:2026

The upcoming revision of ISO 9001:2026 signals an important shift in how organizations assess external risks affecting their management systems. This follows the 2024 amendment to ISO management system standards, which clarifies that organizations must determine whether climate change is a relevant issue within their operational context.

The intent is not to introduce a new compliance burden. Rather, it strengthens Clause 4’s requirement to evaluate internal and external issues that may affect an organization’s ability to achieve intended outcomes. Environmental factors such as extreme weather, rising temperatures, and resource constraints increasingly influence operational reliability, supply chains, and workforce safety.

Importantly, this requirement does not override environmental or occupational standards such as ISO 14001 or ISO 45001. Within the quality management context, it should be viewed from the perspective of an organization’s capability to meet product, service, and contractual requirements set by clients.

The development also aligns with global sustainability frameworks such as ESG and the UN's SDG.

From a governance perspective, the clause Climate Change has already been introduced in the new ISO 37001 where climate-related initiatives may also introduce oversight considerations particularly where procurement of environmental technologies or sustainability projects is involved.

For ISO 9001: 2026 - in sectors like construction and infrastructure, increasing climate variability may directly affect project planning, scheduling (such as CPM in the Master Work Program) and workforce safety.

Organizations that integrate climate-related risks into their management systems will be better positioned to maintain operational resilience and long-term sustainability.

I have been practising as a consultant and CONQUAS 21 assessor since 2001 (including the latest, updated edition is CONQUAS 2022, which took effect for projects called for tender from 1 July 2023 focussing on enhancing building quality through comprehensive assessments of Structural, Architectural, and Mechanical & Electrical (M&E) works, featuring updated standards for modern construction techniques .

After studying and applying the QLASSIC assessment framework, I found that adopting a combined awareness of both systems offers a more comprehensive and practical view of workmanship quality, especially for projects delivered in Malaysia.

MANAGEMENT SYSTEM PITFALLS ARE THE ONES THAT LOOK “SUCCESSFUL” ON PAPER

The pattern I’ve seen behind most corporate failures is simple:

1) Truth is punished
2) Appearances are rewarded
3) Leadership becomes disconnected from reality

A good management system doesn’t just control people, it listens, learns, and responds before small problems become disasters.

Systems don’t fail overnight - They fail quietly, until one day they fail publicly.

Company disasters rarely start with bad people. They start with bad management systems.
