Indiaโs highway challenge today is not the speed of awards, but the certainty of delivery and long-term performance. The shift required is clear: from lowest-cost procurement to best-value outcomes, where outcomes, not inputs, drive bid selection. Equally critical is rational risk allocation, with risks assigned to the parties best equipped to manage them, supported by transparent pricing and strong contract governance.
Drawing on experience across nearly ๐ญ,๐ฑ๐ฌ,๐ฌ๐ฌ๐ฌ ๐ธ๐บ ๐ผ๐ณ ๐ก๐ฎ๐๐ถ๐ผ๐ป๐ฎ๐น ๐๐ถ๐ด๐ต๐๐ฎ๐๐, the discussion examined how different models perform in practice. EPC delivers speed but carries lifecycle performance risk. BOT and DBFOT concentrate risk and limit bidder appetite. HAM improves risk balance but under-rewards O&M excellence. TOT enables monetisation but weakly incentivises upgrades. OMT comes closest to performance-based delivery, though current KPIs remain basic.
