What Does “MER Approved” Actually Mean? ⚓🇬🇧
At Universal Safety Limited, we regularly get asked what MER means when it comes to marine safety equipment.
MER stands for Marine Equipment Regulations — the UK regulatory framework governing the approval of certain marine equipment carried aboard UK-flagged vessels.
Following changes to the UK marine equipment regime, the current legislation is the Merchant Shipping (Marine Equipment) Regulations 2025. Equipment covered by these regulations must undergo the appropriate UK conformity assessment before being placed aboard a UK ship.
🇬🇧 Look for the Red Ensign
For UK vessels, compliant equipment is identified by the Red Ensign conformity mark.
The Red Ensign demonstrates that the equipment has been assessed and certified under the UK marine equipment approval system. The MCA confirms that marine equipment requiring UK approval must have valid UK conformity-assessment certification and carry the Red Ensign mark.
You may also be familiar with the European Wheelmark (MED). The important distinction is:
🇬🇧 UK-flagged vessel → Red Ensign / MER
🇪🇺 EU-flagged vessel → Wheelmark / MED
It is the vessel's flag, rather than simply where the equipment is purchased or manufactured, that determines which approval regime applies.
Why does this matter?
Marine safety equipment isn't simply about having the right item onboard. Where statutory approval is required, it needs to carry the correct approval for the vessel on which it is being used.
This can apply to equipment including life-saving appliances, fire-safety equipment and other regulated marine equipment.
At Universal Safety, we understand the importance of supplying and servicing safety equipment appropriate to the vessel, its flag and its operational requirements.
