Unfortunately due to our laws on fi****ms suppression, to own a silencer (in most states) requires a very good genuine reason. Typically the few that are allowed to own & use one are professional pest controllers, government contractors & a few primary producers who shoot around livestock.
P*P's unsuppressed are loud, even when dropped down in power. Before an import ban was imposed in late 2012, P*P's with a shrouded barrel were allowed into Australia & indeed are still legal to own. These do quieten the guns down somewhat. The pre-2012 airguns that came in shrouded were to my knowledge the following:
1. Early Benjamin Marauders
2. Early Evanix Blizzards, Rainstorms, Windy Cities
3. Early FX Royales
4. FX Monsoons
5. AA S410 Xtra & S510
6. Theoben MFR's
7. HW100 FSB
5. A few Daystates / Beeman's
6. Pre-2012 HW97K (springers)
7. Pre-2012 AA ProSport & TX 200 full length
8. Walther LGU's (springers)

Of course with tuning of hammer spring tension, transfer port size & regulator pressure some P*P's can be made a lot quieter.
Other options if you want low power, stealthy airguns to take out pests out to say 10 to 25M include multi pump guns like the Sheridan Blue & Silver Streak, Sharp Innova & Ace + some older Crosman's & Daisy models. A couple of pumps can be all it takes to generate enough power for short range pest control.
Finally lower powered springers can also be useful for short range pest jobs too. Anything from a HW30S or HW50S, the lower powered Diana / Gecado's spring guns (D24, 25, 27, 35), Anschutz 335's, BSA Meteors all work well, heck I even know of a few sparrow snipers that use 10M match air rifles.
In these cases, it is important to know your own & your rifles capabilities & accurate shot placement is key. But power levels between 6 & 10 fpe can be very effective for short range, stealthy, small pest control.
