Do you need your guidelines reviewed? Do you even have guidelines?

I see a lot of councils regularly update their DCP, but the development engineering guidelines barely get touched. The strongest setup is when your DCP simply references your guidelines (no hardcoding). It’s much easier to update a set of guidelines than to reopen the DCP every time. That’s a whole other level of complexity.

Good guidelines give developers a clear view of their obligations and what the LGA is actually looking for in terms of quality and alignment with current legislation.

In my experience, many rural councils rely almost entirely on their DCP to drive conditions of consent. That makes it harder to consistently achieve conditions that are both solid and fair.

It’s been a pleasure working with Hilltops Council for the past 4.5 months in the Development Engineering role. Seeing so much growth and investment in a rural community, and being able to help support that, has been really rewarding.

One of the big highlights for me was finalising the Development Engineering Guidelines so they line up with the new DCP, the Local Transport Forum, DORAS (Design of Roads and Streets) and updated legislation like the NSW speed zoning guidelines. I’ve also really enjoyed meeting the local developers who are genuinely passionate about growing their towns and backing their community.

This is why I enjoy development engineering. It is not just one niche. It is lots of small, detailed pieces coming together, from policy and design to safety and local knowledge, that all build toward a bigger outcome for how people live and move around their towns.
