Does your EV need a brake controller? Yes, and regenerative braking doesn't change that.

Regen braking only acts on your tow vehicle, not the trailer. If you're towing a caravan, horse float or boat over 750kg with electric brakes fitted, a brake controller is a legal requirement, no matter what vehicle you’re in.

Tow Ball Mass, or TBM, is one of those things that doesn't get talked about nearly enough, and getting it wrong can make towing genuinely dangerous.
