Does your EV need a brake controller? Yes, and regenerative braking doesn't change that.

Regen braking only acts on your tow vehicle, not the trailer. If you're towing a caravan, horse float or boat over 750kg with electric brakes fitted, a brake controller is a legal requirement, no matter what vehicle you’re in.
